STREET AND UTILITY COMMITTEE
April 3, 2017
The regular meeting of the Street and Utility Committee was called to order at 6:30 p.m. in the Albany Village Hall by Chairperson Nathan Ramsay. Members present were: Ramsay, Kim Blumer, and Eileen Althaus. Absent: Jim Briggs and Jim Mauerman. Also present were Lonnie Gill, Ex-Officio, and Tim Astfalk of Mead & Hunt.
Proof of posting was verified.
MINUTES: Motion by Althaus, seconded by Blumer, to approve the minutes of the last meeting as printed. Carried.
WATER MAINS & WATER TOWERS UPGRADES UPDATE: Astfalk brought two resolutions before the committee; 01-17 File Applications for Financial Assistance from State of Wisconsin Environmental Improvement Fund and 02-17 Intent to Reimburse Expenditures from Proceeds of Borrowing. Motion by Althaus, seconded by Blumer, that the committee approves both resolutions. Carried.
PHOSPHORUS REMOVAL ALTERNATIVES: Astfalk provided the committee with phosphorus discharge limit information and deadlines for compliance alternatives, source reduction improvements and modification status report (due 6/30/17), preliminary compliance alternatives plan (due 6/30/18), final compliance alternative plan (due 6/30/19), final plans and specifications for the waste water treatment facility upgrade (due 6/30/21) and achievement of compliance (due 6/30/24). Compliance alternatives were discussed.
PARKING LOT COST ACROSS FROM LIBRARY/VILLAGE HALL: Gill received pricing information from County to pave the new parking lot. They estimate the cost to be between $8,000 and $9,000. Gill feels that the total cost with the rock added in it will be about $10,000 to complete the job. Motion by Blumer, seconded by Althaus, to proceed with construction of the parking lot. Carried.
Motion by Ramsay, seconded by Blumer, that the Village makes North Water Street North bound one-way from Milwaukee Street to Madison Street. Carried.
The Committee recommends the Village provide parking permit placards to the Riverview Housing for overflow parking for the 2-hour restricted street parking spaces on the North side of Main Street from Sugar River Pkwy to the bridge.
COST OF EMERGENCY ROADWAY IN BACK ALLEY: Gill reports that the Brewers have agreed to swap a portion of their land for a new fence and guardrails for an emergency roadway in the back alley. Alliant Energy says that it will cost the Village $2,800 to move the two power poles and re-string the electric wires. The Bruggers have offered to pay for the one pole that is on their property. Motion by Blumer, seconded by Ramsay, to have the Village proceed with this project. Carried.
EMERGENCY GENERATOR FOR VILLAGE HALL/POLICE STATION/FIRE STATION/EMS: The used generator that Robbie believed would work for the Village was not in acceptable condition. There are a few more that he will be looking at and will let Gill know if he finds one that will work for the Village.
BUILDING FOR EQUIPMENT STORAGE: We lost our storage space and need to be out by June. Blumer reports that we can use some of FS’s storage space; however, we need to consider a new building in the near future.
TRAINING: Gill would like to attend the Asphalt and Gravel Road Maintenance training held in Barneveld on 4/21/17 at a cost of $80. Motion by Blumer, seconded by Althaus, to send Gill to this training. Carried.
ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Astfalk plans on having the 90% plans for water upgrade for review at next month’s meeting.
