STREET AND UTILITY COMMITTEE
February 6, 2017
The regular meeting of the Street and Utility Committee was called to order at 6:30 p.m. in the Albany Village Hall by Chairperson Nathan Ramsay. Members present were: Ramsay, Kim Blumer, and Jim Mauerman. Absent: Eileen Althaus and Jim Briggs. Also present were Lonnie Gill, Ex-Officio, and Tim Astfalk of Mead & Hunt.
Proof of posting was verified.
MINUTES: Motion by Blumer, seconded by Mauerman, to approve the minutes of the last meeting as printed. Carried.
WATER UPGRADES/TOWERS UPDATE: Astfalk reports the submitted intent to apply and priority evaluation have been reviewed and accepted by the DNR. They broke out the electrical upgrades for the well houses into their own separate project. The water main project ranks the highest. The electrical and two painting projects (standpipe and tower) ranked about middle of list, page 3 & 4 out of 7 of the Village projects. Talked to project manager; when will we have a sense if we will get the principle of forgiveness. Replied it would not be until October. Next steps for application; application and the plan review to DNR needs to be submitted by June 30th, as soon as possible conduct the environmental review and Laurie needs to draft an Authorized Representative Resolution and a Reimbursement Resolution (on DNR web site) and application to increase water rates to public service commission. Near future we need to have village attorney sign off that we have land ownership/easement rights, confirm that we will use the same company for bond counsel.
HIRE ENGINEER FOR DAM INSPECTION: Received a letter from DNR that the Dam inspection is due. Motion by Blumer, seconded by Ramsay, to have Mead & Hunt submit an estimate for the inspection by next month’s meeting. Carried.
PAY REQUEST MINERAL AND TAYLOR STREET: Motion by Blumer, seconded by Mauerman, that the Village pay the $37,489.08 to McGuire after verification of final lean waivers (Kranig). Carried.
2017 EQUIPMENT COSTS: Gill provided the DOT 2017 equipment costs. Motion by Blumer, seconded by Mauerman, that we accept the 2017 Equipment Costs as written. Carried.
TRAINING: Lonnie Gill – Technical Conference in La Crosse on March 28 – 31 for total cost of $657.22. Motion by Blumer, seconded by Ramsay, to approve the training. Carried.
Dan Blumer – Government Affairs class in Madison on February 23 for total cost of $75.00. Motion by Mauerman, seconded by Blumer, to approve the training. Carried.
Ricky DeNure – DNR class on planting/pruning/selection of trees for parks in Gays Mills on March 7 for total cost of $43.00. Motion by Mauerman, seconded by Blumer, to approve the training. Carried.
ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Gill has been asked to put up handicap signs at the handicapped parking stalls in the downtown area. Motion by Blumer, seconded by Ramsay, that Gill installs the handicap signs. Carried.
Mauerman brought up the correction of drainage at the northern end of Water Street/American Legion parking lot. This will be started when the frost is out of ground. We have extension of grant and Gill needs to check if this project can be covered.
ADJOURNMENT: Motion by Blumer, seconded by Ramsay, to adjourn. Carried.
