MINUTES OF THE ALBANY VILLAGE BOARD
February 8, 2010
The regular meeting of the Albany Village Board was called to order at 6:30 p.m. in the Albany Village Hall by President Larry Hanson. Members present were: Hanson, Virginia Detra, John Briggs, Rodney Sutherland, John Grochola, Peggy Boeck, and Wayne Stemple. Also present were: Bob Levitt, Jon Runaas, and Lisa Bloedel.
The Pledge of Allegiance was shared.
Proof of posting was verified.
AGENDA: Motion by Briggs, seconded by Detra to approve the agenda as posted. Carried.
MINUTES: Motion by Detra, seconded by Sutherland to approve the minutes of the January 11, 2010 meeting as printed. Carried.
PRESIDENT�S MOMENT: Nothing at this time.
PUBLIC APPEARANCES: There were none.
COMMITTEE AND COMMISSION REPORTS: The following Committee and Commission reports were read and placed on file:

CONCESSIONAIRE CONTRACT: Motion by Stemple, seconded by Briggs to approve the contract for the Ball Park Concessionaire with the changes as recommended from the Park Commission. Carried.
2010 SUMMER HELP: Motion by Stemple, seconded by Briggs to hire the following part time summer help for 2010 at the same rates as they received in 2009: Cindy Mauerman � Rec Director; Tyler Bauman � Rec Director�s Assistant; Jamie Stephenson � Caretaker; and Justin Mueller � Concessionaire. Carried. Stemple reported that we are looking for a Ball Park Commissioner yet, and this will be addressed at the next meeting. Boeck questioned the hiring of part time help in the summers. Stemple explained to her that the caretaker position is hired to take care of the ball park and other parks as time permits.
CHANGES IN FEES RECOMMENDED FROM PUBLIC HEARING: Briggs explained that a public hearing was held to discuss increasing some fees in the village. After explanation, a motion was made by Briggs, seconded by Stemple to approve the following changes to fees: Mobile Home Park License to start charging the amount per trailer instead of per park; Park Rental from $10 per event to $50 per event with $25 being refundable upon cleanup; Park Beer Permit from $10 to $25; License Publication Fee from $5 to $10; Coin Machines to stay at $5 per year; Gambling Machines from $5 to $25 per machine; and Operator�s licenses form $10 to $25 per year. Keepers expressed concern over the park rental amount being so high and the problems arising from having to return money. Also, who will be responsible to decide on whether or not the refund is to be made or not, and what if some damage is done after the park rental. After more discussion, Briggs and Stemple rescinded the first motion and amended it to approve everything else except the Park Rental will now be just an increase from $10 to $25 per event with a contract signed by the renter. Motion carried.
TEMPORARY STREET CLOSING: Briggs explained that there had been a request to temporarily close a portion of South Park Street on February 21st for an auction. The consensus of the board is to allow this temporary closing.
BLUMER TRAINING: Motion by Sutherland, seconded by Stemple to send Dan Blumer to the WRWA training in Green Bay on March 23, 24, and 25 at a cost of $120 plus expenses. Carried.
Motion by Sutherland, seconded by Briggs to send Blumer to a government training seminar in Madison on February 23rd at a cost of $75 plus expenses. Carried.
BRUSH PICK UP: Motion by Sutherland, seconded by Briggs to offer curbside brush pick-up on assigned dates in the spring to be announced as a service to assist residents with downed branches. Carried.
BILLS: Motion by Boeck, seconded by Sutherland to pay the bills as presented. Carried.
FUTURE ITEMS: There were none.
ADJOURN: Motion by Briggs, seconded by Stemple to adjourn. Carried.
