MINUTES OF THE ALBANY VILLAGE BOARD
July 12, 2010

The regular meeting of the Albany Village Board was called to order at 6:30 p.m. by President Larry Hanson in the Albany Village Hall. Members present were: Hanson, John Briggs, Wayne Stemple, John Grochola, Rod Sutherland, Virginia Detra, and Peggy Boeck. Also present were: Bob Levitt, Jon Runaas, Ed Maksym, and Daniele Hall.

The Pledge of Allegiance was shared.

Proof of posting was verified.

AGENDA: Motion by Briggs, seconded by Stemple to approve the agenda as posted. Carried.

MINUTES: Motion by Briggs, seconded by Sutherland to approve the minutes of the June 14, 2010 meeting and the July 7, 2010 meeting as printed. Carried.

PRESIDENT’S MOMENT: Hanson reported that he received very positive comments about the police department for the MDA Tub Run.

Hanson then read a letter received from the state explaining that the Albany Police Department has received a grant for more than $7,000. Levitt explained that there is a new law going into effect on January 1, 2011 that will required that all stops are recorded, and monthly reports will be sent to the state. This is in regards to racial profiling. The equipment that the chief applied for the grant for will assist in this being done in a much timelier manner. The board congratulated the chief and thanked him for applying for this grant.

PUBLIC APPEARANCES: Detra suggested that the board introduce themselves to the new Hometown Herald Editor, Daniele Hall and welcomed her to the meeting.

Ed Maksym, representative of the Albany School Board was present to give an update on all of the work being done at the school. He also thanked the village for painting the parking spaces on Fifth Avenue by the school. Even though there are some people who are not so happy with them, it has alleviated some of the problems with parking during school hours. He also stated that the school will be doing some work on the baseball diamond on the playground area. Many other summer projects are also being done, along with the work through the referendum. The board thanked him for the updates.

OPERATOR’S LICENSES: Motion by Briggs, seconded by Detra to approve operator’s licenses for Christine Matson and Ashley Schultz upon completion of the responsible server class. Carried.

Motion by Briggs, seconded by Stemple to approve operator’s licenses to Tiffany Masseur, Katherine Keeley, and Wendy Waite. Carried.

OFFICER TRAINING: Motion by Briggs, seconded by Stemple to approve training for Jim Placek on August 25-26th. Carried.

INDUSTRIAL PARK LAND SALE: Motion by Hanson, seconded by Stemple to accept the offer of $16,000 for 1.5 acres of land on the east side of Carolan Drive from LouAnn Harmel. Carried.

SURVEY LAND SALE: Motion by Hanson, seconded by Sutherland to have the village survey this lot consisting of 1.5 acres for the sale in the Industrial Park. Hanson will meet with a representative of the Airport Association to review the area and where the building will line up with the airport runway. Motion carried.

SEWER WORK: Sutherland stated that the Street and Utility Committee had a public hearing to get input from the public on the needs of the sewer system, but only three residents were in attendance. The engineer gave an excellent overview of the options and what the additional costs would be. After some more explanations of the information, a motion was made by Sutherland, seconded by Grochola to approve proposal “A” for an amount of $649,040 to cover the addition of another pond and using slip lining to repair the sanitary sewer system in key areas. Carried. We will apply for a Clean Water Fund Loan at 2.4% interest to cover this cost.

TEMPORARY STREET CLOSING: Motion by Sutherland seconded by Stemple to approve the temporary street closing for South Summit Street to hold an auction. Carried.

BILLS: Motion by Briggs, seconded by Stemple to approve the bills as presented. Carried.

FUTURE ITEMS AND ANNOUNCEMENTS: Detra questioned Runaas as to why the water faucet at the cemetery was not working. Runaas stated that he was not aware of a faucet that was not working. There was a problem for about a week or two that they needed to repair so the entire cemetery was shut down, but that has been fixed. He will check on it.

Runaas reported on the additional work that was done on the property located at 506 North Mechanic Street to just be able to get it mowed. This will all be charged to the property owner. The board thanked them for taking care of it as it does look better.

Sutherland questioned the property on the corner of North Mechanic Street and Cincinnati Street not being mowed. Part of it has been mowed and baled, but there is additional area that was never done. A letter will be sent to the owner.

Sutherland thanked Officer Ritter for taking care of the parking problem in the Bowman Park on Sunday. There were cars that were actually parked on the grass in the park and they were ticketed. Runaas stated that he is going to paint the curbs on South Water Street so that hopefully people will not be parking too close to the driveways. Levitt explained that with only one officer on duty and very tight budgets, it is hard to get additional help to try to curb some of the problems in the area of South Water Street. He stated that his department is extremely frustrated with not being able to cover that area along with everything else, and he is open for suggestions. Much discussion was held on what options there are to try to alleviate the concerns that the neighbors in this area are having, and some suggestions were made.
