MINUTES OF THE ALBANY VILLAGE BOARD
June 14, 2010

The regular meeting of the Albany Village Board was called to order at 6:30 p.m. by President Larry Hanson in the Albany Village Hall. Members present were: Hanson, John Briggs, Virginia Detra, Rod Sutherland, and Wayne Stemple. Absent: John Grochola and Peggy Boeck. Also present were: Bob Levitt, Jon Runaas, and Lisa Bloedel.

Pledge of Allegiance was shared.

Proof of posting was verified.

AGENDA: Keepers noted that the date on item #6 was incorrect and should have been 5/10/10. Motion by Stemple, seconded by Briggs to approve the agenda with this correction. Carried.

MINUTES: Motion by Briggs seconded Sutherland to approve the minutes of the previous meeting as printed. Carried.

PRESIDENT’S MOMENT: There was nothing at this time.

PUBLIC APPEARANCES: There were none.

2009 AUDIT: Motion by Detra, seconded by Briggs to approve the 2009 audit as presented. Carried.

2010-2011 LICENSE RENEWALS: Motion by Detra, seconded by Briggs to approve the list of operator’s license renewals as presented. Carried.

Motion by Briggs, seconded by Sutherland to approve the list of alcohol and other licenses as presented. Carried.

COMMITTEE AND COMMISSION REPORTS: The following Committee and Commission reports were read and placed on file:
Building, Grounds, Cemetery 5-11-10
Joint Recycling 5-17-10 (No minutes)
Park Commission 5-17-10
Board of Review 6-01-10
Plans Commission 6-03-10
Street & Utility 6-07-10

VILLAGE HALL ROOF REPLACEMENT: Motion by Detra, seconded by Stemple to approve the bid from Stone Mill Construction LLC in the amount of $20,823.00. Runaas is to check that this bid is still good for this amount, and if so, it is to be approved. If it has increased, then this motion is declined and this matter will be taken back to the committee. Carried.

ORDINANCE 04-10: Motion by Hanson, seconded by Stemple to adopt Ordinance 04-10 regarding the Noxious Weed Ordinance. Carried.

FENCE PLAN: Motion by Hanson, seconded by Stemple to approve the fence plan for Robert Adams of 106 North Jackson Street as presented. Carried.

SLURRY SEAL BID: Motion by Sutherland, seconded by Stemple to approve the bid in the amount of $11,799.00 from Struck and Erwyn for slurry sealing on South Water Street and East Nichols Street. Carried.

STREET REPAIR BIDS: Motion by Sutherland, seconded by Briggs to approve the bid of $33,080.00 from Green County Highway to grind and replace South Summit Street from Main Street to East State Street plus replace the culvert under South Summit Street; and to grind and replace Union Street from Fifth Street to Sixth Street for a cost of $8,121.00 (total amount of $41,219.00). Carried.

EMPLOYEE TRAINING: Motion by Sutherland, seconded by Stemple to send Lonnie Gill to A Badger Meter Supply training on June 17, 2010 in Brooklyn at a cost of $85.00. Carried.

Motion by Briggs, seconded by Sutherland to send Jon Runaas to Dodgeville to a DNR Monitoring of Drinking Water class which is free. Carried.

BILLS: Motion by Stemple, seconded by Briggs to approve the bills as presented. Carried.

ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Bonnie Klapper arrived after the Public Appearances item on the agenda and asked if she could discuss her concern with animals running at large and the number of dogs allowed in the village. She stated that she has had a neighbor’s cat on her property and wondered what the ordinance is on this happening. She was told that there is the same ordinance for cats as dogs – they are to be under the control of their owner, and if they are not on a leash or on their property, they are running at large. She also questioned a neighbor who has too many dogs, and wondering why they were allowed to have them. Levitt explained that he has discussed this with them and they had a litter of pups that they weren’t able to sell all of them. They have been told to bring the number into compliance. More discussion was held on the two items, and will be watched.

Sutherland explained that the Street and Utility Committee will be meeting on Tuesday, July 6th and will be holding a public hearing regarding the addition of another sewer pond. It will be a public meeting to make people aware of the need for future work. He also reminded the board of other mandated things that will need to be done, and may need to ask for more utility rate increases to cover these items. Also, it will be decided what to do for the streets, and the committee is considering a referendum at the fall election to ask the residents what their feelings are for doing the street work that is needed.

Stemple noted that he noticed that some people who were at S&B Tubing were parking in the Bowman Parking lot – however they were not staying on the graveled area. He suggested that there be something done to try and prevent them from ruining the grass. It was suggested that either a chain fence be placed there delineating the parking and grass, or that the police department keep an eye on this.

Levitt expressed concern over the patrons of S&B Tubing wanting to get to the business this weekend when the Tub Run is in the village. He plans to speak to the owners to see what can be worked out.

Briggs stated that he was told by a member of the Chamber of Commerce to commend the police department and security officers for a job well done.

Keepers shared a letter from Ed Maksym of the school board explaining the status of the projects going on at the school.
