MINUTES OF THE SPECIAL BOARD MEETING
March 30, 2017

The Special Board Meeting was called to order by President Kim Blumer at 6:30 p.m. in the Albany Village Hall. Members present were: Blumer, Virginia Detra, Nathan Ramsay, Peggy Boeck, Eileen Althaus, Tonya Stephan, and Stephen Hubert. Also present was Michelle Brewer.

The Pledge of Allegiance was shared.

Proof of posting was verified.

TIME CLOCK: Brewer stated that we were asked to report back in after the employees had used the time clock for three months, so she was doing that. She explained that the employees seem to have adjusted to punching the clock each day. However there are times that it is an inconvenience – such as coming in early to plow snow or for call outs for the public works and police department and such. Also, using the time clock doubles her time to do payroll. She and Keepers explained that it really doesn’t seem to ‘prove’ anything about the time that is worked by the employees, and that according to the times on the clock cards and their time sheets, that all are working their required hours. Ramsay suggested that there could be a time clock that would be able to tie into the village’s computer to make the payroll easier. He offered to look into other options. This will be reviewed again next month.

ANNOUNCEMENTS: Blumer explained that at the budget time when wages were discussed, it was agreed that Mel Missbach’s wage was to increase by $2.00 per hour. However, this decision was made just after he had met his probationary period and had been given a 50c/hour increase right before that. Without taking this into consideration, he was only increased $1.50/hour. This will be discussed at the board meeting.

CLOSED SESSION: Motion by Ramsay, seconded by Detra to adjourn to Closed Session under Wisconsin Statute 19.85(1)(b)(c) to discuss the following: Logan Lange Probation; Complaints from the PDC; and the Police Chief position. Roll Call vote: Stephan – yes, Boeck – yes, Althaus – yes, Hubert – yes, Blumer – yes, Detra – yes, Ramsay – yes. Carried with all in favor.

RECONVENE TO OPEN SESSION: 7:52 p.m. Motion by Ramsay, seconded by Detra to reconvene to open session. Roll call vote: Stephan – yes, Boeck – absent, Althaus – yes, Hubert – yes, Blumer – yes, Detra – yes, Ramsay – yes. Motion carried with one absent.

RECOMMENDATIONS FROM CLOSED SESSION: Motion by Detra, seconded by Ramsay to approve taking Logan Lange off of probation and to give a 50c/hour increase to Lange at the end of his probation on April 12, 2017. Carried.

Motion by Ramsay, seconded by Detra to dismiss all complaints given by the PDC to the board with the exception of one regarding officer Williams. No action will be taken against Williams but will placed in his file. Carried.

Motion by Detra, seconded by Ramsay to hire Robert Ritter as Police Chief effective 4-10-17 at the board meeting where he can be sworn in. There will be no residency requirement. Carried.

ADJOURN: Motion by Ramsay, seconded by Althaus to adjourn. Carried.
