MINUTES OF THE ALBANY VILLAGE BOARD
March 8, 2010
The regular meeting of the Albany Village Board was called to order at 6:30 p.m. by President Larry Hanson in the Albany Village Hall. Members present were: Hanson, Rod Sutherland, John Grochola, John Briggs, Wayne Stemple, Virginia Detra, and Peggy Boeck. Also present were Bob Levitt, Jon Runaas, and Lisa Bloedel.
The Pledge of Allegiance was shared.
Proof of posting was verified.
AGENDA: Motion by Briggs, seconded by Stemple to approve the agenda as posted. Carried.
MINUTES: Motion by Briggs, seconded by Sutherland to approve the minutes of the previous meeting with the amendment of removing the sentence: “If there is any time left and work needed, he can then be used in another department, but the Park Commission only hires him for their use”. No – Stemple. Carried.
PRESIDENT’S MOMENT: Hanson explained that he and John Briggs attended an Emergency Operations training over the weekend, and it was very intense and interesting.
PUBLIC APPEARANCES: There were none.
AUDITOR’S CONTRACT: Motion by Detra, seconded by Stemple to approve a four year contract with the village auditor, James R. Frechette at the following costs: 2010 - $6075; 2011 - $6175; 2012 - $6275; and 2013 - $6375. Carried.
PUBLIC WORKS UNIFORM CONTRACTS: Costs were reviewed between the current uniform provider, Cintas, and a competitor, Aramark. After reviewing the contracts, a motion was made by Sutherland and seconded by Stemple to go with Aramark for a three year contract. The board commended Runaas for checking on this and saving money for the village. Carried.
BALL PARK COMMISSIONER AND CARETAKER: Stemple explained that due to not having a quorum at their previous Park Commission meeting, this needed to be addressed tonight as we are on a time constraint. The commissioner needs to begin as soon as possible so that teams can be found for the leagues. Also, the board had originally offered the position of caretaker, but has since found that due to hours of schooling, he will not be able to start when needed, so another caretaker is needed. Motion by Stemple, seconded by Briggs to offer both positions of commissioner and caretaker to Gary Armitage. Sutherland commented that Armitage is a good man and will do a good job. Motion carried.
KEEPERS 2010 EDUCATION: After some discussion, a motion by Sutherland, seconded by Grochola to approve Laurie Keepers’ education for 2010 as presented. Carried.
LIBRARY BOARD APPOINTMENTS: Motion by Briggs, seconded by Stemple to approve the following appointments to the Library Board: Wilbur McCreedy, Fred Baertschi, and Eileen Althaus. Carried.
COMMITTEE AND COMMISSION REPORTS: The following committee and commission reports were read and placed on file:

OPERATOR’S LICENSES: Motion by Briggs, seconded by Sutherland to approve operator’s licenses for Ronald Richards and Daniel Williams. Carried.
2010 TUB RUN STREET CLOSING: Motion by Briggs, seconded by Detra to temporarily close the following streets on Saturday, June 19 for the MDA Tub Run: Oak, Milwaukee, Madison, Mechanic at East State , Nichols at Water from 12:00 p.m. to 4:00 p.m.; also North and South Water from 8:00 a.m. to 4:00 p.m. Carried.
YESTERYEAR WEEKEND ITEMS: Motion by Briggs, seconded by Stemple to closed the following streets on Saturday, May 29th as requested: North Water Street from East Main Street to Oak Street form 6 p.m. to 2:00 a.m. on Friday May 28th for the Street dance; on May 29th, closed North Water Street from 9:00 a.m. until after the parade, and to close Highway 59 from Jackson Street to Water Street during the parade. Carried.
Motion by Briggs, seconded by Detra to not have the village pay for the additional officers on Yesteryear Weekend. This will need to be covered by the Chamber of Commerce. Carried.
Motion by Briggs, seconded by Boeck to reduce the number of security officers required in the bars from two to one per bar. Carried.
DOWNTOWN REVITALIZATION REQUEST: The Downtown Revitalization Committee approached the village requesting putting in additional hand rails in the downtown area by the steps on the sidewalk and to also put up two additional signs showing the business district. Motion by Sutherland, seconded by Stemple to pay $300 toward the railings and to purchase two two-sided signs at a cost of $95. Carried.
GILL TRAINING: Motion by Sutherland, seconded by Briggs to send Lonnie Gill to water school on March 11, 2010 at no cost to allow him to receive six credits. Carried.
JKJB LETTER OF CREDIT: Hanson explained the Letter of Credit that will soon be expiring for the Riverview Heights Subdivision, and they have taken care of everything except their fee for storm water and a small amount due for engineering. Motion by Hanson, seconded by Briggs to send a letter to the developers allowing them to lower the Letter of Credit to $50,000 until all fees are paid. Carried.
BILLS: Motion by Briggs, seconded by Stemple to approve the bills as presented. Carried.
FUTURE AND OTHER ITEMS: Briggs asked what the schedule is to remove the former Legion Building, and was told that with the weather beginning to improve, it should be finished soon.
Briggs then asked Sutherland what the plans are for street improvements. Sutherland explained that there are two main areas that they are looking into improving, and they are South Summit Street recovering, and to slurry seal South Water Street, along with some additional seal coating of streets. Some discussion was then held on the need to keep up streets, but that the cost would have to be borrowed, which again increases the taxes. The Street Committee continues to work on this problem, as they realize they need to keep up the infrastructure as best as they can.
Stemple wondered about the chain that was hanging across between the library and the village hall. Levitt explained to him that the police department discussed this with the fire chief and they now use it, however it is not open to the public.
