MINUTES OF THE ALBANY VILLAGE BOARD MEETING

May 10, 2010

The regular meeting of the Albany Village Board was called to order at 6:30 p.m. by President Larry Hanson in the Albany Village Hall. Members present were: Hanson, Virginia Detra, Rod Sutherland, Wayne Stemple, John Grochola, Peggy Boeck, and John Briggs. Also present were Bob Levitt, Jon Runaas, Lisa Bloedel, and Jeff Roe of the DNR and his son.

The Pledge of Allegiance was shared.

Proof of posting was verified.

AGENDA: Motion by Briggs, seconded by Boeck to approve the agenda as posted and to combine the two Joint Recycling Committee minutes. Carried.

MINUTES: Motion by Stemple, seconded by Briggs to approve the minutes of the April 12th meeting as printed. Carried.

PRESIDENT’S MOMENT: Hanson reported that he and Justin Mueller of the Albany Fire Department attended training last week regarding PIO (Public Information Officer) and found it to be very informative and a real learning experience.

TREE CITY USA: Jeff Roe of the Wisconsin DNR was present to award the village with the Tree City USA Award for the sixth year. He congratulated the village for this honor and the village thanked him for presenting it.

TREAT TICKETS: Motion by Briggs, seconded by Detra to give participants of the Memorial Day Parade a treat ticket worth $1.00. Carried.

CHAMBER OF COMMERCE FIREWORKS: Bloedel reported that the Chamber is still unsure if they will be able to afford having fireworks this year. However, the board would need to approve this permit at this meeting in case they do have them. Motion by Briggs, seconded by Detra to approve the fireworks permit contingent on their having them. Carried.

PUBLIC WORKS TRAINING: Motion by Sutherland, seconded by Stemple to send Blumer to the sewer training in Watertown on June 10th at a cost of $35. Carried.

COMMITTEE AND COMMISSION APPOINTMENTS: Hanson shared his recommendations for the committee and commission appointments and stated that there weren’t many changes. Motion by Briggs, seconded by Stemple to approve the committee and commission members as presented. Carried.

PURCHASES: Boeck stated that their committee wants to be made aware of purchases that are over the amount of $500.

VILLAGE HALL ROOF: There were several questions regarding the bids received for re-roofing the village hall and fire department, so there were no decisions made at the committee meeting. Due to this confusion, the Building and Grounds Committee will meet on Wednesday night to decide this.

RECYCLING CENTER CONCRETE: Grochola announced that the village has been awarded another recycling grant for 2010. Also, there is need for some cement repairs at the recycling center. After some explanation, a motion was made by Grochola and seconded by Stemple to have 42 yards of concrete poured to repair the designated area at a cost not to exceed $7,200 (including cement and Masonry work) with Irv’s Masonry doing the work. Carried. The recycling center will need to be closed for 7-10 days to let this cement cure.

RECYCING CENTER HOURS: The committee would like to see set hours for the recycling center, and were considering a few more hours each week. However, Keepers reported that this may put the employees over the allotted number of hours per year for retirement, so the committee will re-think this at their next meeting.

Stemple stated that Grochola picked up some of the garbage for elderly in the village on his own time and thanked him for it.

RESOLUTION 02-10: Motion by Sutherland, seconded by Grochola to approve the Resolution 02-10 regarding the Compliance Maintenance Annual Report. Carried.

VARIANCE FOR NELSON: Motion by Hanson, seconded by Detra to grant a variance to Nona Nelson for her property located at 101 North East Street to allow them to build a deck on the east side of their home that will infringe on the setback from the property line. Carried.

CLEAN UP PROPERTIES: It was noted that there are several properties in the village that are in need of mowing their yards and cleaning up.

BILLS: Motion by Briggs, seconded by Sutherland to pay the bills as presented. Carried.

ANNOUNCEMENTS AND FUTURE ITEMS: Detra reported that Sutherland has donated a bush for the cemetery and also planted it. She thanked Sutherland for his generosity.

Sutherland mentioned that – again – we are having a problem with tent worms at the cemetery in the trees. The committee will be reviewing this at their next meeting.

Stemple questioned that the street committee is discussing sealing some streets in the village, and also discussed was the parking lot at the ball park. He questioned if there are any grants that may be available to help with these costs.

Runaas reported that there will be a full military burial in the Hillcrest Cemetery on Saturday for a gentleman that was killed in the Korean War.

Sutherland reported that the back alley in the downtown area is in need of clean-up. The chief has been working with the people on this and he also has, and he is wondering what else can be done?

Sutherland stated that he has actually spoken directly with some people that he has noticed are in need of mowing their yards, and they seem to appreciate the contact.
