JOINT RECYCLING COMMITTEE
November 16, 2009

The regular meeting of the Joint Recycling Committee was called to order at 5:47 p.m. in the Albany Village Hall, 205 North Water Street, Albany WI by Chairperson John Grochola. Members present were: Grochola, Peggy Boeck, Rod Sutherland, David Dowden [Ex-Offico], and Fred Baertschi. Absent were Keith Hobson and Angel Kubly. Also in attendance was John Briggs.

MINUTES: Motion by Boeck seconded by Sutherland to approve the minutes of the previous meeting as printed. Carried
GREEN VALLEY – HOW TO CONTROL VENDOR FROM DOING PICK-UPS FROM RESIDENTIAL HOUSING: The committee discussed this, no good way to solve the issue. We do not want to impact us negatively. Recommendation is:
a) Laurie to check ordinance;
b) Draft a letter to Green Valley;
c) Person in charge is Todd Luedy, an Albany resident.
OPERATIONAL:
a) Rekey locks:
a. The Village Board questioned this, is it sure that other people are entering;
b. Dave’s observations were both when Village/Township dumped garbage;
c. The committee recommends to rekey or replace the locks at the recycle center
d. Keys to be issued to Dave Dowden, Jon Runas, Lonnie Gill, Dan Blumer, Abel Schultz, Green Valley and spare key in village office. Total of seven (7) keys.
RECYCLE POGRAMS:
a) How to educate village?
a. No action taken on this point
b) Chemicals / Hazardous Waste:
a. No action taken on this point
SPRING / FALL ACCEPTANCE DAY (FUTURE):
a) What have we agreed on:
i. Twice a year
ii. Mid-April to mid-May time frame for Spring Clean-up and mid-September to mid-October time frame for Fall Acceptance
iii. The date will be chosen based on other events planned in village/township; we don’t want a conflict with hunting season, school events, etc.
iv. The date must be selected one (1) month in advance and notice sent to newspaper, etc.

b) What else do we have to discuss?
i. Number of garbage bags that are free is set at 8. More than 8 bags will be charged the current prevailing fees.
ii. Non-Recycle item fee schedule – today we only charge for Freon items and tires, do we continue this practice? - Yes
iii. Since we are discontinuing curb side pickup, how do we address pickup of large items from the elderly and disabled? Long discussion on this, most residents will find a neighbor to assist but if they can’t he they are to contact Village for assistance. Should be limited to BULKY items.

ADJOURNMENT: Motion by Boeck, seconded by Baertschi to adjourn. Carried.
